2 Thessalonians 2:14 Whereunto he called you by our gospel, to the obtaining of the glory of our Lord Jesus Christ.
Romans 10:14 How then shall they call on him in whom they have not believed? and how shall they believe in him of whom they have not heard? and how shall they hear without a preacher?
The Lord takes no pleasure in the death of the wicked. Therefore, I must conclude that the call goes out to all men. Whether one heeds the call is up to our free will choice. The wicked cannot turn from his way if God does not draw him.
Ezekiel 33:11 Say unto them, As I live, saith the Lord GOD, I have no pleasure in the death of the wicked; but that the wicked turn from his way and live: turn ye, turn ye from your evil ways; for why will ye die, O house of Israel?
“turn ye, turn ye from your evil ways” That is a call to repentance, the draw of God. This puts the burden of one rejecting God’s mercy squarely upon themselves. God is not picking and choosing who will be drawn, he is picking and choosing those who come when drawn.
