The LORD hath made all things for himself: yea, even the wicked for the day of evil.

Proverbs 16:4-5

Revelation 4:11 Thou art worthy, O Lord, to receive glory and honour and power: for thou hast created all things, and for thy pleasure they are and were created.

Ezekiel 33:11 Say unto them, As I live, saith the Lord GOD, I have no pleasure in the death of the wicked; but that the wicked turn from his way and live: turn ye, turn ye from your evil ways; for why will ye die, O house of Israel?

The verse proclaims that God created all things for himself, as Revelation states, for His pleasure. It does not mean that the Lord created anyone evil. They just choose to be evil. As stated in Ezekiel, God takes no pleasure in the death of the wicked.

God created all even if in the end they turned from Him and chose evil.
