Men have freewill of desire, inclination, passion, aspirations, motivations, intentions, likes, dislikes, loves, hatreds. what we would like to do or would do if we could get away with it. Freewill of action is more restrictive.
An individual may desire to perform an action; God will use the desire to execute his will. He may allow or modify a desired act to be performed to deal with an individual using it to bless, correct, punish, or deal with another, etc. All actions are controlled by God to perform his will. But it is man’s desire, on a personal and national level, that He guides and focuses for his purposes.
Hebrews 4:12 For the word of God is quick, and powerful, and sharper than any twoedged sword, piercing even to the dividing asunder of soul and spirit, and of the joints and marrow, and is a discerner of the thoughts and intents of the heart.

Having freewill of the thoughts and intents of the heart and minds is why the thought of sin is sin.

James 1:14-15 But every man is tempted, when he is drawn away of his own lust, and enticed. 15Then when lust hath conceived, it bringeth forth sin: and sin, when it is finished, bringeth forth death.
