Yes, he was a disciple. We know from the Bible, he was at Jerusalem and that he was Jewish. Anything else is pure speculation at best. Although, never called an apostle he was a powerful witness and did “great wonders and miracles.”
Acts 6:8 And Stephen, full of faith and power, did great wonders and miracles among the people.

Hebrews 11:6 But without faith it is impossible to please him: for he that cometh to God must believe that he is, and that he is a rewarder of them that diligently seek him.
